Türkiye'nin bir petrol denizinin üstünde yer aldığı, zengin maden yataklarının olduğu özellikle bor mineralleri konusunda dünyanın en zengin rezervlerine sahip olduğu sık sık ifade edilir ve Türkiye'nin söz konusu kaynaklardan yeterince istifade etmediği söylenir. Bu iddialar doğru olup olmadığını konunun uzmanlarına bırakarak başka bir şey söylemek istiyorum. Türkiye'nin yer üstü ve yer altında bir çok kaynaklarının olduğu şüphe götürmez bir gerçektir. Ancak kanaatimce Türkiye'nin sahip olduğu en değerli kaynak "İnsan Kaynağıdır".&lt;br /&gt;Genç nüfus, Türkiye'nin geleceğinin en büyük umudu ve sahip olduğu en değerli kaynaktır. Üstelik petrol veya bor gibi herhangi bir spekülasyona da yer vermemektedir. Şu halde Türkiye'nin bilgi çağına yönelik en önemli vizyonu genç nufusu eğitmek ve ondan daha fazla istifade etmenin yollarını aramak olmalıdır. Zira dünyadaki gelişmeler şunu açık biçimde ortaya koymaktadır ki, insan gücünü etkili biçimde kullanamayan ülkelerin diğer kaynaklarını da kullanması mümkün olmamaktadır. Bügün dünyanın en fakir toplumları (Afrika ülkeleri, Orta Asya ülkeleri, Orta Doğu) dünyanın en zengin yer altı zenginliklerine sahip ülkelerdir. Buna paralel olarak  firmaların en değerli varlığı ve üretim sürecinin en kritik unsuru haline gelen insanın daha verimli ve üretken olabilmesi için öncelikle kendisiyle barışık ve huzurlu olması gerektiği anlaşılmıştır. Daha teknik bir ifade ile meseleyi anlatmak gerekirse insanın verimliliğinde (özellikle katma değeri yüksek nitelikli çalışanların) onun kol gücü ve beyin gücündan daha ziyade gönül gücünü işine yansıtması gerekmektedir. İnsanın gönül gücünün ortaya çıkarılması da yalnızca maddi unsurlarla mümkün olmamaktadır. Esasen üretimde insanın mukayeseli önemi yeni anlaşılmış olmadığı gibi bir kaynak olarak da insan yeni ortaya çıkmış değildir. Ancak Batı toplumlarının sanayileşme sürecinde insan unsuru birçok yönüyle ihmal edildiği gibi üretim anlamında da insanın sağlayacağı katma değer ihmal edilmiştir. Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies. Usually small businesses (for-profit or nonprofit) have to carry out these activities themselves because they can't yet afford part- or full-time help. However, they should always ensure that employees have -- and are aware of -- personnel policies which conform to current regulations. These policies are often in the form of employee manuals, which all employees have.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="color: rgb(255, 153, 102);"&gt;Note that some people distinguish a difference between between HRM (a major management activity) and HRD (Human Resource Development, a profession).
